Operational Goal
To avoid intruders and long tactical re routings for longrange traffic filing FL330, but being ad hoc unable and requesting to enter EDMM ACC at FL310 (which rejects the traffic as being not on ATS routes). Allowing only capable flights with RFL350 and higher should solve the problem.
