The upper vertical limit of this DCT portion is promulgated as FL245, however this is to alleviate CFPSP system encoding issues and traffic is not permitted to use this low level DCT portion if filing an RFL above FL195. This does not impact use of the PENWU DCT NICXI FRA trajectory at levels above FL245.
